Germany's environmental clash escalates over EU's Nature Restoration Law
A dispute over the Nature Restoration Law is growing across Germany, with Bavaria leading opposition against the EU's flagship environmental policy. The state plans to submit a motion this Friday calling for the law's repeal. Meanwhile, tensions are rising in northern Germany over infrastructure projects clashing with ecological protections.
In Lübeck, plans for a new power line through the city's protected forest have sparked controversy. The grid operator Tennet initially proposed cutting straight through the woodland, a move backed by the local ministry in environmental discussions.
The Nature Restoration Law, a key part of the European Green Deal under Ursula von der Leyen, came into force in August 2024. It aims to improve protected habitats by encouraging cooperation between authorities, farmers, foresters, and conservation groups. The law also strengthens ecological priorities in land-use disputes, giving environmental concerns greater weight in planning decisions.
Opposition has been fierce, particularly from Bavaria. The state's upcoming Bundesrat motion to scrap the law has drawn criticism, with Schleswig-Holstein's environment minister, Tobias Goldschmidt, dismissing it as 'pure populism'. Farmers in northern Germany have also resisted the measures, fearing stricter rules on land management.
In Lübeck, a compromise now appears likely. Instead of clearing a path through the forest, Tennet's power line will cross above it using taller pylons. This solution would temporarily affect around 5 hectares of woodland, with most areas eligible for reforestation afterward. The adjustment follows pressure from environmental groups and local authorities concerned about the forest's ecological value.
The Restoration Regulation itself provides tools to balance development and conservation. It ensures that ecologically valuable land retains priority in planning conflicts, while still allowing for necessary infrastructure projects under stricter conditions.
The power line dispute in Lübeck highlights the challenges of reconciling energy needs with nature protection. If the compromise stands, only a small section of forest will be impacted, with most of it restored later. Bavaria's push to overturn the Nature Restoration Law, however, signals deeper divisions over the EU's environmental policies—and their future in Germany.
