Germany targets illegal gambling with stricter online enforcement rules
Germany’s federal states are pushing for stricter rules to block illegal online gambling. A proposed amendment to the gambling state treaty (GlüStV) would expand legal powers to target access providers and domain registrars, aiming to close loopholes that currently limit enforcement against neutral service providers. The current GlüStV only allows blocking orders against providers directly responsible for illegal content, excluding neutral intermediaries like access providers and leaving gaps in enforcement. The new draft would broaden this scope, forcing access providers to block illegal gambling sites even if they are not the content hosts. The changes would give regulators more tools to disrupt illegal gambling networks, with access providers and domain registrars potentially facing mandatory blocking orders, even if they do not host the content themselves. The reforms also set the stage for deeper international collaboration and stricter oversight by 2029.
