Financial assistance and remuneration: exploring methods of aiding young families in Altai region
The Altai Krai region in Russia has introduced a series of social support measures for young families as part of the national project "Family" and the regional program to increase birth rates.
Young families residing in the Altai Krai may be eligible for a one-time payment of 300,000 rubles for the birth of the third or subsequent child, provided both parents are Russian citizens and reside in the region's municipalities. To apply, the following documents are required: ID document, medical certificate, educational institution certificate, court decision (if available), ID document of the applicant's representative, and a document confirming their authority.
Application before childbirth is necessary for the one-time payment. The application must be submitted within 6 months after the child's birth, through the local offices of the Multi-Service Centers (MFC).
For young families with children, compensation for the cost of rented housing is provided, subject to certain conditions. Both parents must be citizens of the Russian Federation, live in a rented housing in the Altai Krai, have a child born after December 31, 2024, and neither of the spouses owns a habitable residential property in the town where the family lives. The compensation amount is based on actual rental costs, with 50% for the first child, 75% for the second and subsequent children, but not exceeding the maximum compensation amount.
Starting September 1, the allowance for pregnant students in the Altai Krai has increased. Additionally, since September 1, 2021, young families in the region have been eligible for additional social benefits including monthly financial support for children up to three years old, subsidies for housing improvements, and preferential access to early childhood education programs.
Residence in the territory of the Altai Krai is a requirement for the one-time payment and compensation for young families with children. Enrollment in educational organizations in the Russian Federation at the time of application for the one-time payment is also a requirement. Russian Federation citizenship is a prerequisite for both the one-time payment and the compensation for young families with children.
A woman must be under medical supervision in a medical organization in the Altai Krai for 12 weeks to apply for the one-time payment. A young family eligible for additional support consists of spouses under 35 years old or a single parent under 35. The birth order of the child is determined by considering children born to the mother who qualifies for the one-time payment.
A one-time payment of 100,000 rubles is provided for women who are pregnant and studying full-time, if they meet certain conditions (not specified in the text).
