Federal Government Prolongs Trust Administration of Rosneft-Deutschland Until March 2026
The German government has announced an extension of the trusteeship for Rosneft Germany until March 10, 2026. This decision comes as the Russian oil company continues its pursuit of a sale of its German subsidiary.
Rosneft Germany, which accounts for 12 percent of crude oil processing capacity in Germany, is still legally majority-owned by the Russian company. The extension aims to ensure supply security in Germany, a key aim of the trusteeship.
The control over Rosneft Germany was initially imposed following the Russian attack on Ukraine. The Federal Network Agency will maintain control over the subsidiary, and the extension does not specify any changes in the management or ownership structure.
The proposed sale of Rosneft Germany could have significant implications for the crude oil processing capacity in Germany. It could also impact the gasoline supply in the Berlin metropolitan area, as PCK Schwedt, a refinery in Germany, plays a significant role in this regard. The Ministry of Economics, led by the CDU, announced the extension on Monday in Berlin. They stated that a sale would ensure investments and site security in Germany. The sale could potentially lead to investments in refineries PCK Schwedt, MiRo (Karlsruhe), and Bayernoil (Vohburg). However, as of September 16, 2025, there is no publicly available information confirming that a majority stake in Rosneft Germany GmbH has been acquired by any party intending to sell it, nor has such a sale been announced in Germany.
The extension ensures control over Rosneft Germany's respective shares in the three refineries, maintaining the status quo for the time being.
