Kamchatka Holds Oil Spill Exercise to Enhance Emergency Response

In a bid to enhance their preparedness for oil spill emergencies, Kamchatka held a simulation exercise in Ust-Kamchatsky District. The event, organised by the energy supply company "Koryakenergo", was overseen by the Regional Center for Crisis Management.

The exercise involved a simulated oil spill scenario, with participants from various organisations working together to respond effectively. The Kamchatka oil spill response unit, under the jurisdiction of the KGCU "COD", played a crucial role in the exercise. They were joined by "Koryakenergo's" standby rescue team, Kamchatka's Centre for Civil Defense, Emergencies, and Fire Safety, and specialists from the Russian Emergency Ministry's Kamchatka branch.

Firefighting equipment was employed to prevent the ignition of oil products during the exercise. Heavy machinery, including dump trucks and tractors, was used to create protective barriers using soil. Modern materials such as sorbents and specialized bags for collection and subsequent disposal were utilised throughout the drill. All participants wore protective clothing during the exercise, as oil products are toxic and can cause health damage.

In the event of an oil spill on water, the Maritime Rescue Service is responsible for handling the cleanup. Local authorities were also welcome to participate in the plan, with all energy supply companies with oil product storage facilities included.

Sergei Lebedev, Kamchatka's Minister of Emergency Situations, emphasised the importance of such exercises. He confirmed the readiness of the oil spill response unit, stating that they are fully prepared to fulfil their duties. Participants in oil spill response receive rehabilitation measures, including medical care, sanatorium treatment, and special nutrition.

Oil spills are occasionally reported in the port, and both the Kamchatka's Centre for Civil Defense, Emergencies, and Fire Safety and the Maritime Rescue Service are responsible for treating the shore with sorbent, collecting, and disposing of the oil products. The plan developed during the exercise includes collecting oil products, mobilizing resources, and preventing contamination of rivers and other waterways.

The successful completion of this exercise underscores Kamchatka's commitment to ensuring a swift and effective response to oil spill emergencies, safeguarding the region's environment and health.
