Dutch regulator slaps €26.8M in fines on illegal gambling operators
The Dutch gambling authority, KSA, has imposed heavy fines on two companies for running illegal online gambling sites. Novatech, the operator behind Qbet.com and 55Bet.com, faces a penalty of nearly €25 million, while Fortaprime was fined almost €1.8 million. Both firms targeted Dutch players without proper licensing.
Legal online gambling has been regulated in the Netherlands since 2021, aiming to shift players from unlicensed sites to safer, monitored platforms. Despite this, illegal operators still dominate a large share of the market.
Novatech's websites, including Qbet.com and 55Bet.com, were easily accessible to Dutch users. They offered cryptocurrency payments and anonymous transactions, bypassing standard age checks. The KSA found these practices in clear violation of Dutch gambling laws.
Fortaprime also operated unlicensed sites, leading to its €1.8 million fine. The KSA has been cracking down on such operators to reduce illegal gambling activity.
Since 2021, the Netherlands has introduced stricter rules for legal gambling. These include raising the minimum age for high-risk betting to 21, setting personal wagering limits, and tightening advertising restrictions. Currently, 27 licensed operators manage 37 approved gambling brands in the country.
Despite these efforts, illegal sites still account for nearly 53% of all online gambling spending in the Netherlands. A small number of unlicensed operators control most of this black-market activity.
To combat gambling addiction, the Dutch system offers a self-exclusion programme. Over 100,000 people have already registered to block themselves from gambling sites.
The KSA continues to enforce regulations against illegal gambling operators. Fines like those issued to Novatech and Fortaprime aim to push players toward licensed, safer platforms. Meanwhile, self-exclusion programmes and stricter age controls remain key tools in reducing gambling-related harm.
