DSI contemplates enhancing the Khao Kradong site

The Department of Special Investigation (DSI) is delving into an investigation regarding irregularities in the issuance of land deeds in Buri Ram's Khao Kradong area. The controversy centres on overlapping claims to land, with the State Railway of Thailand (SRT) maintaining ownership and some private individuals, reportedly with ties to the Bhumjaithai Party, also laying claim to the area.

Encroachment on public land and SRT plots has been uncovered, with some areas already developed into a football stadium and a racetrack. The investigation involves more than 50 rai of unlawfully granted title deeds, which falls within the DSI's jurisdiction due to the encroachment exceeding 50 rai.

Allegations of encroachment and unlawful deed issuance prompted the DSI investigation. In 2021, the Supreme Administrative Court ruled in favour of the SRT, ordering the Department of Land (DoL) to revoke deeds it had issued. However, nearly 900 land deeds remain intact, including 20 covering 288 rai said to be connected to the Chidchob family.

The DSI's Natural Resources and Environment Litigation Office is responsible for the investigation. DSI officials are cross-checking maps and land records from the Buri Ram land office with satellite imagery to clarify boundaries. The SRT land boundary identified so far aligns closely with previous administrative court decisions.

The DSI has identified four individuals, both local residents and outsiders, who are linked to the improper issuance of land documents. Potential charges include unlawful land acquisition under Sections 9 and 108 of the Land Code, as well as natural resource violations.

If the evidence is deemed sufficient, the DSI could formally redesignate the case within two weeks, elevating it into a full-fledged special case. The investigation may also trigger an anti-money laundering probe.

Despite the involvement of high-profile figures, the investigation remains free of political interference. The SRT is expected to provide additional documents to investigators, contributing to a transparent and thorough investigation. The DSI's goal is to ensure justice is served and the rule of law upheld in this complex land dispute.
