"Doctrine Embracing the Truth as It Really Is"

China has unveiled a new global security initiative, aimed at combating inequality and poverty, evening out development levels, and preventing new epidemic outbreaks. The initiative, which emphasises multilateralism and joint problem-solving, primarily based on UN system institutions, is a transition to a fundamentally new level of self-positioning for China.

At the heart of this initiative is a humanistic approach that values human life and societal well-being. China is proposing a shift in global management, with a focus on humanistic principles and a rejection of terms used by Western political concepts.

The initiative has received generally positive reactions, including from Russia. President Vladimir Putin has declared his support for the initiative, as has Cuba's President Miguel Díaz-Canel. The Shanghai Cooperation Organization (SOZ), which includes several states such as China and India, has also expressed its support, as indicated at the SOZ summit in Tianjin in 2025.

Interestingly, China's global governance initiative does not involve the creation of alternative structures at present. Instead, China believes the UN, WTO, and World Bank should return to their original purposes. This approach is a departure from the traditional power dynamics of global governance, and a step towards a more equitable and cooperative international order.

The Chinese global security initiative also aligns closely with Russia's initiative in the field of Eurasian security architecture. Key to stable development, according to the initiative, is international security, built on the principle of mutual benefit based on the UN Charter.

This concept of global governance has been tested in internal Chinese expert audiences and regional negotiations for the past three to four years. With the support of key global players, it seems that China's global security initiative is set to shape the future of international cooperation.
