Disruption in standards on public train services

In a bid to enhance the quality of rail passenger transport, the State Capital of Baden-Württemberg has announced several new measures. The focus is on improving performance, communication, and addressing structural quality defects.

Starting from October, an "ombudsman for quality" will be in place to advocate for better communication and represent the interests of SPNV passengers. Matthias Lieb, an acknowledged expert, has been secured for this role after winning an open selection process.

To ensure a high standard of quality, honorary quality scouts will be on board trains to identify structural quality defects and report them. Each region or traffic contract will be overseen by a quality manager who will closely monitor quality and address any weaknesses.

The state is also supporting companies in recruiting specialist staff through several measures, including forming an alliance for the recruitment of specialist staff with the industry.

The state's traffic contracts with railway companies (EVU) are being revised, with a focus on reassessing penalties for not fulfilling agreed performances. The revised contracts will have higher penalties for delays caused by the company itself and lower penalties for delays caused by external factors.
