Schwerin's Red-Red State Government's Financial Plans Under Scrutiny
The financial plans of Schwerin's red-red state government are currently under debate in the state parliaments of Schwerin and Mecklenburg-Vorpommern. The SPD, the governing party, is defending these plans, which include new debts, while the CDU, led by member Marc Reinhardt, voices strong opposition.
Reinhardt criticizes the government's budget plans for their lack of austerity and warns that the government is depleting state reserves without providing a plan for the period after 2027. He argues that the government is not showing the will to save and is using federal special funds to close budget gaps.
Despite the criticism, the SPD is confident about their budget management. SPD faction leader, Julian Barlen, emphasizes that Mecklenburg-Vorpommern has been pursuing a course of solid budget management for decades. He also points out that the investment quota in the budget draft is a top value nationwide at 14%.
This high investment quota will see 600 million euros from the federal special fund allocated for the construction and renovation of schools. The SPD aims to modernize the state, with no compromises, and maintain achievements such as free-of-charge childcare.
The Left Party, another governing party, aims to provide relief and to win pedagogical specialists as central goals. They also place a high value on education, planning to strengthen vocational education institutions and ensure modern boarding schools. Around two billion euros from the federal government will flow into future projects over the coming years.
Finance Minister Heiko Geue (SPD) admits that the government would be drawing heavily on reserves and, for the first time in 20 years, incurring debt to cover the expenses. The loans, amounting to 277.5 million euros per year, would fall within the so-called structural component, which is permitted under the debt brake.
The double budget 2026/2027 will be discussed for the first time in the state parliament next Monday and is expected to be voted on in the December session. Koplin, a representative of the Left Party, has admitted that medium-term financial planning beyond 2026 will be challenging.
The CDU had already extensively dealt with the draft for the double budget 2026/2027 last week. Koplin criticizes the CDU and AfD for not providing their own answers to pressing questions and undermining democratic cooperation with proposals for social cuts.
Tilo Gundlack, a faction colleague of Barlen, also highlights the investment quota in the budget draft. The SPD and Left Party plan total expenditures of around 11.7 billion euros for 2026 and nearly 11.8 billion euros for 2027.
The debates on the financial planning of the red-red state government in Schwerin are intense and heated, with both the SPD and the CDU presenting their case to the people of Mecklenburg-Vorpommern. The double budget 2026/2027 will be a significant decision that will shape the future of the state.
