Democrat senator takes on Department of Energy over Grain Belt Express project

Senator Martin Heinrich (D-N.M) has written a letter to Energy Secretary Chris Wright, expressing concern about the cancellation of a $4.9 billion loan guarantee for the construction of the Grain Belt Express interregional transmission line.

The senator is seeking a thorough explanation for the decision, as he is concerned about the legality of the termination and the administration's commitment to reducing energy costs. He is also seeking documents showing key milestones and timelines in the loan agreement, a detailed explanation of why the project failed to meet conditions, and analysis on the implications of the cancellation on energy reliability, prices, and jobs.

The Grain Belt project applied for a loan guarantee around two years prior to securing it, during the middle of the Biden administration. However, the loan guarantee was conditionally approved by the Biden administration, and staff inside the Loan Programs Office had been working to bring the terms of the loan more in line with the administration's priorities, hoping for finalization later in the year.

Secretary Wright has suggested, on multiple occasions before Congress, that the Loan Programs Office rushed through due diligence without adhering to proper procedure. This allegation is further supported by the DOE inspector general, who warned of "significant risk of fraud, waste, and abuse" inside the Loan Programs Office.

The cancellation of the loan was against the advice of attorneys and staff inside the Loan Programs Office. The Department of Energy determined that the Grain Belt Express did not meet required conditions related to project completion and financial assurances for the $4.9 billion loan guarantee. However, the decision was not further explained due to confidentiality and regulatory reasons.

The cancellation of the loan guarantee occurred amid ongoing chaos and upheaval at the Loan Programs Office in the early months of the second Trump administration. Republicans launched a months-long campaign to undermine deals inked in the final days of the Biden administration, with the Grain Belt Express being the first to fall victim to this campaign.

Despite the cancellation, the project, according to Invenergy, will move forward with or without the support of the federal government. Senator Heinrich is also seeking information on if DOE is reviewing other closed loans and conditional commitments.

The Grain Belt Express is a significant project aimed at improving the transmission of renewable energy across the United States. The cancellation of the loan guarantee has raised questions about the administration's commitment to reducing energy costs and promoting renewable energy.
