Curaçao's Gaming Authority Overhauls Licensing Despite Board Resignations
The Curacao Gaming Authority (CGA) has seen major changes in recent months, including the resignation of its entire supervisory board in mid-September. Despite this, the rollout of the new licensing framework, known as the LOK, remains on track and fully operational.
The reforms aim to tighten oversight and improve the island's reputation as a hub for grey market gambling operators. The transition began in August 2023 when responsibility for the CGA shifted from the Ministry of Finance to the Ministry of Justice. Minister Shalten Hato now oversees the authority, replacing former Finance Minister Javier Silvania, who had previously described the LOK as a 'safety net' against unregulated offshore operators.
Curacao's Parliament approved the LOK in December 2023 with a 13-6 vote. Implementation started in 2024, requiring all operators to reapply for new licences. The CGA's marketing and PR advisor, Aideen Shortt, confirmed that the recent board resignations have not disrupted the LOK's rollout or the authority's daily operations.
Shortt also reassured that all licensing, compliance, supervision, and enforcement activities continue without interruption. Meanwhile, the process to appoint new members to the CGA's supervisory board is already underway. The LOK's introduction marks a significant shift in Curacao's approach to gambling regulation. Operators must now meet stricter requirements to maintain their licences, while the CGA's core functions remain unaffected by leadership changes. The reforms seek to reduce the island's association with unregulated gambling markets.
