Covert Relocation: Government Moves Offices Under Cover of Darkness
The Central Vista redevelopment, valued at ₹20,000 crore, is transforming India's administrative landscape. This ambitious project aims to modernize the country's administrative infrastructure and consolidate government operations.
Key components of the redevelopment are already operational, including the new Parliament building, the redeveloped Kartavya Path, and the Vice-President's enclave. The Central Vista redevelopment also includes the construction of 10 Common Central Secretariat buildings that will eventually house all 51 central government ministries.
As government departments and ministries move offices to the Common Central Secretariat building in India's capital, security measures have been put in place. The CISF has been assigned responsibility for the security of CCS-3, with an additional 700 personnel sanctioned. Security measures also include sealing trucks with tamper-evident tape, prohibiting mobile phones for private packers inside the offices, and requiring officers to sign sealed portions of cartons containing sensitive materials.
Documents are being handled with care during the transfer, with each file containing hierarchical file notings that document every decision-making step across India's bureaucratic apparatus. Losing a file during the transfer could result in a probe or FIR due to the sensitive nature of the documents.
Some ministries, such as the rural development ministry, are making additional security measures, such as using trucks with closed bodies for transportation and appointing designated officers before disconnecting electronic equipment.
The ministries of home affairs, external affairs, petroleum and natural gas, DoPT, and rural development have been allocated space in the new building. The ministries of home affairs, petroleum and natural gas, DoPT, and micro, small and medium enterprises have already completed their moves. The Prime Minister's Office is expected to relocate to the Executive Enclave 1 by the end of September, with potentially stricter security protocols.
The office consolidation marks a shift from ministries operating from buildings constructed across different eras, including colonial-era buildings like North and South Blocks, and post-independence structures like Udyog Bhawan, Nirman Bhawan, Shastri Bhawan, Rail Bhawan, and Krishi Bhawan.
The Central Authority for Housing and Urban Renewal has specific allocation criteria or regulations for the distribution of premises in CCS-03. On June 1, the ministry of housing and urban affairs approved the relocation of seven ministries and departments to CCS-03.
The Central Vista redevelopment embodies the government's administrative reform agenda, aiming to improve inter-ministerial coordination, accelerate policy execution, and create a more responsive administrative ecosystem. It's unclear if the contractors involved in the PMO relocation will be private or from the government.
Before each shift, CCTV systems undergo dry runs to ensure smooth operations. Between 20 and 50 files are packed in each bundle, with the most sensitive documents receiving bubble wrap protection. Officers overseeing the transfer of offices are joined by personnel of the Secretariat Security Force and the Central Industrial Security Force (CISF) to ensure security during the logistical exercise.
In conclusion, the Central Vista redevelopment is a significant step towards modernizing India's administrative infrastructure. The consolidation of government operations in the Common Central Secretariat buildings, coupled with stringent security measures, is expected to enhance the efficiency and effectiveness of India's bureaucratic system.
