Construction of Berlin's bus lane project has temporarily ceased.
In the heart of Germany's capital, Berlin, the future of bus lanes on busy roads is shrouded in uncertainty due to a recent ruling by the Administrative Court. The decision, made in August 2022 regarding a bus lane on Clayallee in Zehlendorf, has set a legal precedent that could potentially slow down the expansion of Berlin's bus lane network.
The standstill in implementing new bus lanes is a result of bureaucratic complications. The State Secretary for Transport in Berlin, Claudia Elif Stutz (CDU), has announced only one new bus lane plan, which is for Ollenhauerstrasse in Reinickendorf. However, no further details about this plan have been provided.
The Clayallee ruling favoured residents who objected to the bus lane, and it could have significant implications for future bus lane implementation decisions in Berlin. The risk of bus lane removal affects multiple districts, with seven existing bus lanes in Charlottenburg-Wilmersdorf, Mitte, Spandau, Tempelhof-Schöneberg, and Steglitz-Zehlendorf at risk.
The expansion of Berlin's bus lane network, which includes 21 development projects on busy roads like Britzer Damm in Neukölln and Brunsbütteler Damm in Spandau, is currently in a standstill. These projects, ordered but not implemented, are in limbo due to intergovernmental conflicts, such as the prolonged disagreements between the green city council and the green senate administration.
Residents have argued that disruption of regular traffic flow should only occur in "particularly dangerous situations." The legal precedent from the Clayallee case could potentially slow down the expansion of Berlin's bus lane network, leading to a shrinkage of the existing network. Designated bus lane markings will be removed from roads across Berlin, a clear sign of the current situation.
The residents' concerns are not without merit. The standstill in developing the bus lane network may have far-reaching effects, potentially impacting the future of bus lane implementation on busy roads in Berlin. As the city navigates these challenges, it remains to be seen how the bus lane network will evolve in the coming years.
