Community leaders in Madrid will conduct performance assessments for promotions
The regional government in Madrid has approved a decree to regulate the system for evaluating public employees, marking the first time this type of evaluation is being introduced. The new system aims to promote excellence in citizen attention and career progression for public employees in the Community of Madrid.
The decree, presented by the Minister of Presidency, Miguel Ángel García Martín, establishes a career progression system with five levels. To access each level, a minimum time of stay in the current level must be met. The performance of workers will impact their internal mobility and promotion.
Interested parties must undergo a labor evaluation. Workers can accumulate merits based on labor performance, training, commitment to public service, demanding positions, and absenteeism, among other aspects. If the evaluation is positive, workers will be promoted to a higher level and receive additional economic compensation.
The performance evaluation will also determine the payment of a productivity bonus. The agreement was signed last December by the President of Madrid, Isabel Díaz Ayuso, and trade unions CSIT-Unión Profesional, CC.OO., CSIF, and UGT.
