City Development: Ecological Improvements Initiated at Haus Scheppen for IGA 2027 in our Local Urban Hub

The Committee for Environment, Climate, and Consumer Protection has adopted a planning resolution for the enhancement of Haus Scheppen on Baldeneysee, a popular recreational destination in [City Name]. This resolution is part of a comprehensive overall concept for the International Garden Exhibition 2027 (IGA 2027).

The planning resolution aims to address several issues in the area, including the retention of the motorbike meeting point and food stalls, improved parking organization, more recreational areas for families, and the improvement of toilet facilities. The medium and long-term measures also aim to enhance the Haus Scheppen area beyond IGA 2027, with improvements in infrastructure, family offerings, and connection to the Hespertalbahn.

Construction for these central measures is scheduled to begin in 2026. The central measures include a redesign of the forecourt with a pier, barrier-free renovation of the lakeside path, and barrier-free expansion of parking lot P1. A barrier-free ramp will connect the higher-lying parking lot P1 to the forecourt, overcoming a height difference of about seven meters with the new ramp and an accompanying staircase.

The lakeside path will be renovated in a barrier-free and tree-friendly manner, preserving its historical character. Upgrade of parking lot P2 and a direct path connection to the end stop of the Hespertalbahn are also planned. Additionally, an observation point and digital parking space displays will improve orientation and accessibility for mobility-impaired visitors.

The redesign of the forecourt will create a new stay quality directly on the water, with a pier under existing linden trees and unsealed root areas for old trees. Additional family-oriented facilities, such as an adventure playground and new open spaces, are planned for the long term.

The implementation of the new measures will be carried out step by step, depending on decisions, funding, and the overall development within the Baldeneysee 360° program. Interested parties can find more information in annex 0774/2025/6.

Previous applications for an 80% subsidy have been rejected, and the municipal portal is exploring further funding opportunities. The municipal share for the planning services of two sub-areas will be covered from the "Public Green" budget, and the path renovation will be carried out by the municipal enterprise Grün and Gruga.

The unclear traffic management, lack of separation of path relationships, and wild parking in the Haus Scheppen area result in dangerous situations and usage conflicts. The medium-term measures include calming and reorganizing Hardenbergufer street, smart traffic guidance, improved parking structure, barrier-free parking spaces, a boat gallery with viewing points to the lake, and a new "arrival place" to strengthen the connection to the Hespertalbahn.

The planning resolution is estimated to cost approximately 2 million euros, with 340,000 euros allocated for planning purposes from the city portal. The Committee is optimistic that these enhancements will make Haus Scheppen on Baldeneysee a safer and more family-friendly recreational destination for all.
