Chinese casino executive arrested in Nepal over high-tech gambling fraud
Police in Nepal have detained a Chinese casino executive on suspicion of gambling fraud. Chan Min Ching, chairman of Waldo Dynasty Entertainment, was arrested at Casino Waldo in Kathmandu. The case follows earlier arrests of Indian and Nepali nationals accused of cheating at the same venue.
The incident highlights ongoing concerns about illegal gambling activities, even within Nepal's tightly regulated casino sector.
Casino Waldo opened in 2018 as one of Nepal's few licensed gambling venues. Located in Kathmandu's Thamel district, it operates inside the Aloft Hotel and primarily serves high-end tourists from India and China. The casino employs around 200 people and contributes modestly to local hotel occupancy, but its economic impact remains small—less than 0.1% of Nepal's GDP as of 2025.
Nepal's gambling laws restrict casinos to luxury hotels, aiming to attract foreign visitors while limiting local participation. Most other forms of gambling outside these venues are banned. Despite strict regulations, authorities have faced challenges in preventing fraud.
In this latest case, Chan Min Ching's arrest follows a wider investigation into cheating at Casino Waldo. Earlier, four Indian and two Nepali nationals were detained for allegedly using hidden technology to rig games. Reports suggest the group employed contact lenses to read marked cards—possibly treated with infrared ink—and embedded microchips in playing cards. Police have not yet confirmed whether formal charges will be filed against Chan.
The method, described as involving 'dummy players' with 'lenses in the eyes and chips in the cards,' points to a coordinated effort to manipulate outcomes. Investigations are ongoing, but the case has drawn attention to vulnerabilities in Nepal's casino oversight, even within its limited legal gambling market.
The arrest of Chan Min Ching adds to a series of fraud cases linked to Casino Waldo. While Nepal's casino sector remains small and heavily regulated, incidents like this raise questions about enforcement. Authorities continue to probe the use of advanced cheating techniques, with no further details released on potential charges or additional suspects.
