China's Salt Typhoon Aimed at Small Dutch Telecommunications Companies Confirmed by Netherlands
On August 28, 2024, Dutch security authorities announced that the Chinese state-sponsored hacking group Salt Typhoon had targeted organizations in various sectors, including telecommunications, government agencies, transportation, hospitality, and military infrastructure, in the Netherlands as part of their global cyber-espionage campaign.
The revelation came in a joint statement published on the Dutch Ministry of Defence's website, which also acknowledged the involvement of the US Cybersecurity and Infrastructure Security Agency (CISA) in the investigations. The statement emphasized the need for constant vigilance and proactive measures against Chinese cyber threats.
The Military Intelligence and Security Service (MIVD) and the General Intelligence and Security Service (AIVD) confirmed parts of the US findings with their own intelligence. They reported evidence indicating that Salt Typhoon had gained access to the routers of Dutch targets, but did not find evidence that the hackers had penetrated deeper into the companies' internal networks.
The primary targets in the Netherlands were small internet service providers (ISPs) and hosting providers. While the Dutch National Cyber Security Centre (NCSC), in collaboration with the MIVD, AIVD, and other agencies, shared threat intelligence to mitigate the risks, the statement also acknowledged that while risks can be reduced, they cannot be entirely eliminated, posing a significant challenge to the Netherlands' cyber resilience.
The MIVD and AIVD also identified victims in the Netherlands. The agencies' findings were supported by separate news articles, including one titled "Chinese Tech Firms Linked to Salt Typhoon Espionage Campaigns" and another titled "Salt Typhoon Exploited Cisco Devices With Custom Tool to Spy on US Telcos."
It is important to note that Dutch organizations were most likely not as heavily targeted as those in the US. However, the incident serves as a reminder for all organizations to remain vigilant against cyber threats and to implement robust cybersecurity measures.
In conclusion, the revelation of Salt Typhoon's cyber-espionage campaign in the Netherlands underscores the importance of international collaboration in cybersecurity and the need for proactive measures to protect against such threats.
