CDS-PP Faction in Lisbon aims to evade media narrative that seeks to label as "culprits"
In a tragic incident, the elevator at Gloria, under the management of Carris, derailed on Wednesday afternoon, resulting in 16 fatalities and numerous injuries. The accident involved both Portuguese and foreign nationals.
Following the accident, the PSD/CDS-PP leadership has emphasised that central administration entities are responsible for investigating and determining the possible causes. The investigation has been taken over by the German Federal Institute for Materials Research and Testing (BAM). Simultaneously, the Public Ministry, Judicial Police, and the Cabinet for the Prevention and Investigation of Air and Railway Accidents (GPIAAF) are also involved in the investigation.
In response to the incident, the PSD/CDS-PP leadership has dedicated significant attention, with nine out of 16 pages of considerations focusing on the accident. One of the key considerations was that it is not possible to predict or anticipate an accident of this type.
As a posthumous tribute, a street will be named after AndrΓ© Marques, the guard from the Gloria elevator. Additionally, a Municipal Fund for Support to the Victims of the Gloria Elevator has been created. A collective memorial will also be established for the victims.
To prevent such incidents in the future, Decree-Law No. 34/2020 relating to cable installations will be reviewed. Dynamic transparency clauses will be imposed in future maintenance and operation contracts for elevators, escalators, and funiculars. Carris is also recommended to form a mission team and consider co-financing projects for predictive monitoring and safety in transport.
The municipal operations center for emergency services and a municipal plan for international crisis communication will be created. All documentation on the Gloria elevator accident will be disclosed on the Portal of the Municipal Chamber of Lisbon's Transparency.
The chamber awaits the final conclusions of the ongoing investigations into the Gloria elevator accident. The budget allocation for the municipal company Carris has been reinforced, increasing by approximately 29% over the course of the current term.
The PSP, Judicial Police, National Authority for Emergency and Civil Protection, INEM, National Institute of Legal Medicine and Forensic Sciences, and units and institutions of the National Health Service are among the institutions involved in the response to the accident. The commitment of municipal teams and national institutions in responding to the accident has been highlighted by the PSD/CDS-PP leadership.
No mention of resignation in relation to conditions provided to Carris has been made. The proposal for measures following the Gloria elevator accident was approved at an extraordinary meeting of the chamber. A collective memorial will be established for the victims of the Gloria elevator accident.
