The cat's out of the bag! The Ontario Lottery and Gaming Corporation (OLG) has announced Caesars Entertainment Inc. as the chosen service provider for the Windsor casino property, following a rigorous selection process.
Tough Competition in the Race
The race for the Windsor casino's 20-year operating contract heated up in 2023, when OLG began the hunt for an operator, releasing a Request for Pre-Qualification (RFPQ). In the running were Caesars, Bally's, and Mohegan, according to a senior industry source.
Caesars has had a 28-year relationship with OLG, collaborating to run the Windsor casino since its inception with a temporary facility in 1994. If you're curious, this casino is fondly known as Caesars Windsor.
OLG's Role and Contributions
OLG runs casinos across the province and entrusts third-party providers to manage day-to-day gaming operations, while OLG itself maintains high standards and facilitates payments to municipalities hosting these casinos. These payments are based on a revenue scale for slot machines, table games, and sportsbooks.
Under this agreement, the City of Windsor receives 5.25 per cent of the first $65 million of slot revenue, 3.0 per cent of the next $135 million, 2.5 per cent of the next $300 million, 0.5 per cent of revenue above $500 million, and 4.0 per cent of table game and sportsbook revenue (if applicable). Since 1994, OLG has showered the City of Windsor with CAD $131 million.
Caesars' Contract Renewal and Expansion
Caesars' current contract expires this year, but OLG decided to extend it until March 2026. The good news? They've just announced an anticipated 20-year agreement, starting early 2026. Caesars' CEO, Tom Reeg, couldn't hide his excitement: "We're more than chuffed to continue serving the Windsor Casino, delivering top-notch service and experiences."
As part of the agreement, Caesars must retain current casino employees for at least 18 months.
