Calls for societal changes emphasizing financial reductions

Federal Chancellor Friedrich Merz has called for urgent reforms of the social security systems, including potential cuts, as he emphasized the unsustainability of the current system, particularly the citizens' allowance. The black-red coalition, consisting of the Christian Democratic Union (CDU), Christian Social Union (CSU), and the Social Democratic Party (SPD), is planning several legislative projects in the fall, focusing on reforming the Bürgergeld (citizen's basic income), the pension system, and health insurance.

Merz stated that the system we have today cannot be financed with what we earn, and that politics is responsible for this situation. He stressed the importance of ensuring that health, long-term care, and pension insurance remain performance-capable and not overwhelmed in the future. The goal of the reforms is to increase employment and growth.

The proposed reforms will be difficult, according to Merz, and may involve painful decisions. He highlighted the need to strengthen personal responsibility as part of the reforms. Specific details about the reforms are yet to be finalized, but they include measures to curb abuse of Bürgergeld and discussions on adjusting retirement age options like the abolition of early retirement at 63 and potentially working until legal pension age or beyond.

Johannes Fechner, the Parliamentary Business Manager of the SPD Bundestag fraction, criticized Merz's statements on social reforms, stating that they do not align with the factual discussions of the coalition factions. However, the faction leaders have now agreed on closer coordination after much dispute and mishaps like the failed appointment of constitutional judges in the Bundestag before the summer.

In a separate development, Merz also called for austerity measures, even with the agreed larger borrowing possibilities for defense and infrastructure, to prevent the expenditure of public budgets from growing indefinitely. The regulation to relieve particularly affected municipalities will come into force at the beginning of 2026, aiming to provide debt relief for municipalities as a small contribution from the federal government to alleviate past overloads.

Merz emphasized the importance of conducting important debates with seriousness and openness to the arguments of the other side. If municipalities are no longer able to act and basic public services can no longer be guaranteed, democracy may be compromised, according to Merz. The black-red coalition's concrete social security reforms are expected to be announced in the fall.
