Businesses in Saeima are given an extension for e-invoices submission, now set to end in 2028.
The national legislature of Latvia, the Saeima, has announced an extension of the deadline for the mandatory implementation of e-invoices. This decision was made to provide more time for all entities, including small businesses, the self-employed, religious organizations, public organizations, and other companies, to prepare for the full transition.
The extension, which was initially set for January 1, 2026, has been moved to January 1, 2028. From 2021, e-invoices are mandatory only for settlements with state budget institutions. However, from 2028, the use of e-invoices will be mandatory for all companies in Latvia.
The Budget and Finance (Tax) Committee, under the leadership of Anda Čakša, is responsible for overseeing the progress of amendments related to the use of e-invoices in the Saeima. The changes to the Accounting Law are aimed at facilitating the mandatory use of e-invoices by all companies in Latvia.
Currently, the use of e-invoices is voluntary for most companies in Latvia. The extension is intended to give these entities sufficient time to prepare technologically and organizationally for the full implementation of e-invoices. From the beginning of next year, the use of structured e-invoices will be voluntary for companies that are not budget institutions.
The exact date for the obligation of all companies in Latvia to use electronic invoices is January 1, 2028, with the requirement to send e-invoices in the EHF format starting from that date. The extension of the deadline for e-invoice implementation was made to facilitate a more seamless transition for all affected entities, ensuring a more convenient and smoother transition to the mandatory use of e-invoices for companies.
The mandatory use of e-invoices in Latvia is being introduced gradually. The changes to the Accounting Law are aimed at ensuring a more efficient and streamlined financial system in the country. The Saeima is committed to making these changes to improve the overall financial management and transparency in Latvia.
