Saarlouis Councilor Opposes Proposed Honorary Citizenship for Brigadier General Andreas Steinhaus

Councilor Altomaro Locurcio, a former functionary in the city of Saarlouis, has announced his opposition to the proposed award of honorary citizenship to Brigadier General Andreas Steinhaus. The decision is set to be discussed in the city council meeting on July 1, 2025.

Locurcio's objection is not a criticism of the Bundeswehr, but rather a call for a more formal and structured process for granting honorary citizenship in Saarlouis. He believes that the honorary citizenship, a rare distinction reserved for those who have made a special contribution to the well-being and development of the city, should not become arbitrary.

In a statement, Locurcio expressed that the proposed honor for Steinhaus, who was stationed as General of the Infantry in Hammelburg in 2023 and was transferred to Hammelburg in March 2025, does not seem justified. He explained that the highest honor of the city of Saarlouis should be reserved for those who have truly made a significant impact on the city.

Locurcio did not specify any specific individual or instance for his demand of more transparency and substantial content. However, he questioned the reason for the award, asking what justifies the highest award that the city of Saarlouis can give.

Locurcio's statements suggest a desire for a more formal and structured process for granting honorary citizenship. He believes that the citizens of Saarlouis rightly expect council members to handle such decisions responsibly.

In lieu of honorary citizenship, Locurcio suggested alternative forms of recognition towards the Bundeswehr, such as entries in the golden book, public words of thanks, or joint events.

Locurcio, who was a soldier in the navy and stands by the Bundeswehr without any reservations, clarified that his objection is not a criticism of the Bundeswehr but on the meaning and claim that the honorary citizenship must have.

Despite his opposition, the final decision on the proposed award of honorary citizenship to Brigadier General Andreas Steinhaus will be made by the city council. The meeting is scheduled for July 1, 2025 in Saarlouis.
