Botswana and Namibia unite to reshape southern Africa's gambling laws
Botswana and Namibia have signed a new agreement to strengthen gambling regulation across their borders. The deal focuses on aligning rules, increasing transparency and protecting players. Meanwhile, Namibia is rolling out a fresh national lottery system designed to fund social projects and ensure fair prize distribution.
Over the past five years, Botswana has made significant strides in gambling oversight. Its Gambling Activity Licensing Authority (GALA), set up under the 2011 Gambling Act, introduced stricter rules in 2023. These require casinos to publish audited quarterly payout reports online, achieving 92–95% transparency in return-to-player rates. Additional measures include mandatory self-exclusion programmes, digital wallet spending limits and tighter anti-money laundering checks. A 2024 audit confirmed these steps had cut problem gambling complaints by 30%.
Namibia is now studying Botswana's approach alongside Kenya's gaming market to shape its own strategy. The country aims to redefine how lotteries and gaming can support social and economic growth. Its new lottery model will feature clear prize distribution and direct funding for community initiatives. The two nations formalised their cooperation at the Forum of ALGA CEOs, a regional platform for sharing best practices. Officials emphasised that gambling policies must reflect local social, cultural and economic realities. Namibia's framework could soon become a benchmark for other African countries seeking to balance industry growth with player safety.
The partnership between Botswana and Namibia sets a foundation for stricter gambling controls in southern Africa.
