Officials in Düsseldorf were looking to implement a prohibition on cannabis at the Japan Day even before receiving this decree from Minister Karl-Josef Laumann (66, CDU) of the North Rhine-Westphalia Health Ministry. The city had previously cited laws restricting smoking in the Rhine embankment promenade, which is designated as a pedestrian zone, as their justification. However, the recent directive from the ministry offers more flexibility.
The penalty schedule has been revealed
The Japan Day attracted an estimated 650,000 attendees in 2023. The affair typically attracts a sizable number of youths dressed in imaginative costumes, such as characters from comics. The day's climax features a spectacular 25-minute firework display.
In the North Rhine-Westphalia penalty catalogue for cannabis, the following penalties are enforced, for example: ► Fines ranging from 50 to 500 euros for smoking in forbidden areas, such as playgrounds. ► Fines ranging from 300 to 1,000 euros for smoking near minors (at home or in public). ► Fines ranging from 250 to 1,000 euros for possessing more cannabis than permitted. ► Penalties ranging from 150 to 30,000 euros for unauthorized advertisement of cannabis or cultivation associations. ► Repeat offenders within a three-year period face double the standard fine.
