Denmark imposes betting boundaries.

Danish gambling firm Danske Licens Spil, the iGaming arm of Sweden's national lottery operator Danske Spil, has made betting limits a compulsory feature for its players on various gaming platforms. This measure is deemed a preventive control service, adopted in accordance with a recent code of conduct for gambling operators that came into effect in March 2019. A breakdown of the updates follows.

Instruction: Setting Wagering Limits Immediately

As of now, gamblers in Denmark must establish maximum deposit limits for online casino games and Oddset brands on a daily, weekly, and monthly basis. Failing to adhere to these requirements could result in temporarily blocked gaming accounts. Players accessing the national lottery and participating in instant win games can also establish betting limits; however, they are not mandatory in these cases.

Danske Spil has long offered customers choices regarding betting limits, but such controls were previously optional—only 15% of players utilized the feature. Niels Erik Folmann, the Managing Director of Danske Licens Spil, commented on the new commitment, stating, "We know that deposit limits are a means of assisting players in regulating their behavior. We want our clients to play with caution and aim to make them more self-aware of their gaming habits. We hope that our customers will generally embrace staying updated with their consumption. Research suggests that many players find it difficult to maintain an awareness of their habits."

Explanation

The recent amendment to the Danish State Treaty on Gambling led to a new code of conduct for online gambling operators, which enforced stricter customer protection measures. These include mandatory betting limits and so-called "reality checks" as well as pop-up messages that remind gamers to take breaks or engage in other activities. Folmann clarified these measures further in a statement to iGamingBusiness, "The compulsory deposit and pop-up messages will supplement our ongoing endeavors in the realm of fraud prevention. We also reach out to our customers with preventative care calls if we detect risky gaming patterns. This is part of our role as a publicly-owned Danish gaming company. We're curious to witness how customers respond to these new offerings."

Folmann acknowledged that no compliance checks have been conducted among operators. However, failing to implement these measures likely constitutes a rule breach. The CEO further criticized several trade associations, namely the Danish Online Gaming Association (DOGA), Slovningsforeningen, Dansk Kasinoforening, and the lottery companies Klasselotteriet, Landbrugslotteriet, and Varelotteriet, as the organizations were involved in drafting these rules.

Thriving Online Market

In spite of these regulatory measures, Denmark's regulated online gambling market has been thriving. In 2018, Danish gross gaming revenue rose 5.7% year-over-year to approximately €1.13 billion. Online sports betting and online casinos drove this growth, while land-based casinos and standard gaming machines have been on the decline for several years.

The 2018 business figures were announced by the Danish Gambling Authority Spillemyndigheden in early April. The authority also highlighted that the significant growth rate was predominantly due to the FIFA World Cup held during June and July 2018. Online sports betting revenue increased from around €312 million to €339 million, accounting for 26% of total revenue. Notably, bets peaked during this event, reaching approximately €32 million in June before jumping to over €33 million in July. Whether the market will continue to grow in the absence of major sporting events and given the current betting limits remains to be seen.
