The Brazilian administration is contemplating the implementation of a live surveillance system for internet-based sports wagering. Their objective is to identify questionable bets and uncover betting deceit. Concurrently, they aim to bolster player protection by closely observing gambling habits.

Emphasis on anomalous wagers

The Brazilian government intends to review all online sports bets in real-time [Portuguese link]. The primary focus will be on peculiar wagers and betting tendencies that might suggest deceit. For instance, in soccer, this could encompass unusually high bets on a corner kick by an underdog team.

If the government detects suspected betting deceit, they will notify the team and the Ministry of Sports. They can then analyze the players' on-field conduct and investigate any potential connection to the betting deceit.

The Brazilian government is apprehensive about online sports betting posing a substantial risk of deceit, not just for soccer but for other sports as well. The launch date for the surveillance system, developed by the federal data processing service, has yet to be announced.

Monitoring system to fortify player protection

The new live surveillance system reportedly is not just aimed at hindering deceit but also to aid authorities in identifying problem gamblers. All licensed operators in Brazil will be required to share player data with the relevant authority.

This will enable the authority to build player profiles and detect problematic gambling behavior. For example, if an individual spends 10 hours a day on internet-based sports betting, the authority can infer a gambling addiction and potential debt. They can then intervene. The data from all operators will be compared and analyzed for this purpose.

Brazilian government plans additional measures

In a December vote, the Brazilian Senate approved the legalization of sports betting. Besides the planned monitoring system, additional measures are being considered to boost player protection in Brazil.

The Brazilian Ministry of Finance is currently drafting several decrees to manage various aspects. This includes setting up testing labs for assessing sports betting operators, responsible for verifying and certifying the operators' legality.

The ministry is also working on ensuring responsible advertising practices for betting platforms. The goal is to enhance responsibility in the advertising strategies of the operators. This includes monitoring digital influencers for sports betting.

To provide legal internet-based sports betting in Brazil, providers need a license for the Brazilian market. The Ministry of Finance plans to facilitate this from February.

Providers need to undergo an authorization process. For this, an accredited partner company will be involved to verify the provider's legitimacy. Afterward, a certificate will be issued, and the necessary license will be granted. This will also function as an external audit.

Germany, with its thriving online gambling market, could benefit from learning from Brazil's plans to combat betting deceit. Implementing a similar live surveillance system for online casinos in Germany could help identify and address questionable activities, ensuring a safer gambling environment.
