Exciting handball match - A potential protocol might lead to HSV losing its license.
The upcoming procedure could affect HSV Hamburg's handball license.
In total, 17 individuals were involved in the session, with Rolf Nottmeier and Olaf Rittmeier representing the Licensing Commission. Nottmeier, who's worked as the head of the Labor Court in Minden since January 2024, discussed the HSV Hamburg licensing case proceedings during the meeting.
"On April 24th, 2024, the HBL received a complaint from the Handball Sport Verein Hamburg about the April 17th, 2024 decision. The complaint questioned the liquidity gap's size and the need to cover it with bank deposits or guarantees."
"The Licensing Commission, in collaboration with the Audit Committee of the Handball Bundesliga e.V., decided on April 29th, 2024, not to address the complaint. The Handball Sport Verein Hamburg's complaint contained more than just a denial of the liquidity gap's size. There were no new substantial facts or evidence of increased liquidity."
Now, the liquidity gap's existence is no longer under debate.
"The Audit Committee, along with the handball team's independent economic auditors, also determined the liquidity gap. This gap still exists."
The first decision that affects future discussions
"It was considered that the previously submitted loan agreements/financing commitments from the Handball Sport Verein Hamburg had not been successfully drawn. As a result, the Licensing Commission believed that providing more loan agreements/financing commitments within this licensing procedure wouldn't be enough."
Things between the Commission and HSV Hamburg have been tense for some time.
"On April 29th, 2024, HSV Hamburg received a letter from the Licensing Commission. In it, they were reminded of previous guidance: only the proof of depositing the required amount to cover the liquidity deficit on their account, not just the signing of a loan agreement, would be essential for deciding if the requirement was met."
The clock ticks, and HSV Hamburg has until May 3rd to meet the condition. This protocol describes what happened on that day.
"HSV Hamburg contacted the Licensing Commission in the morning on May 3rd, 2024, announcing that they'd requested the transfer of the amount mandated in the April 17th, 2024 decision. They said they could provide proof of that amount's entry into their account by 12:00 p.m."
This does not occur, increasing the intrigue
In actuality, the money wasn't deposited into the HSV Hamburg account until 12:06 p.m., despite their earlier claims. Of course, this didn't prevent the club from contacting Rolf Nottmeier at 11:55 a.m. on behalf of their bank, Hamburg Volksbank. This bank rep explained to Nottmeier that they couldn't confirm the amount's deposit nor the club's authorization for that sum.
Finally, at 1:06 p.m., HSV Hamburg informed the Licensing Commission that the money had been credited to their account.
"The Handball Sport Verein Hamburg contacted the licensing commission at 1:06 p.m. on May 3rd, 2024, claiming they'd made the entry of the amount specified in the April 17th, 2024 resolution on their Hamburg Volksbank business account."
Before the HBL Presidium members' final vote on HSV Hamburg's complaint, some inquiries were made from the audience. The financial boss of SC Magdeburg, for example, asked whether the liquidity gap was related only to the current season or also involved upcoming seasonal obligations. Nottmeier confirmed the former.
"The Presidium unanimously votes to reject the complaint in its entirety, sticking with the Licensing Commission's original decision."
At 12:35 p.m., the digital meeting was closed.
The deadline for submitting licensing documents for Bundesliga clubs was March 1st. At that time, HSV Hamburg was close to the two relegation zones in the rankings. They sought a license for the 1st League, but not the 2nd League.
