This individual insists on placing limits on certain aspects of tourism on the Spanish holiday island, like the number of tourists, rental cars, cruise ships, and holiday homes. Some of his other suggestions include forbidding new beds in private rental lodgings, and making those who have guests causing trouble pay higher fines.
He's able to enforce some of these regulations on his own, but for other demands, he needs approval from multiple authorities - the island council, the Balearic Islands government, or even the Spanish central government in Madrid. However, he's hoping to convince them at the moment.
He has more ideas up his sleeve:

Thousands of protesters gathered in Palma this past weekend, marching under the banners "Say no!" and "Mallorca is not for sale!" to protest against mass tourism. The growing number of visitors and holiday homes has led to issues like housing shortages, the "destruction" of the island, traffic congestion, pollution, and crime, according to protesters. The protest was instigated by the collapse of a restaurant at Ballermann on Thursday.
Four people died in this tragedy, including two German women.
