A New York physical therapist entrepreneur with a penchant for high life and casino conquests has been convicted of orchestrating a $300,000 health care fraud to fund his lavish lifestyle.

Chang Goo Yoon, a 61-year-old South Korean citizen who lives in Queens, was convicted Wednesday by a federal grand jury of two counts of health care fraud.

Yin owns and operates several physical therapy clinics in the Boston area. Between 2014 and 2018, he billed for non-existent patient visits during which he did travel internationally or visit casinos of his choice: the Golden Nugget Casino in Atlantic City, the MGM Springfield Casino in Massachusetts, and Lincoln Twin Rivers Casino, Rhode Island

"Greed, plain and simple"

"This is about theft and greed, pure and simple. Mr. Yoon took advantage of our health care system while traveling abroad or hiding," Acting U.S. Attorney Joshua S. Levy said in a statement. Charge false treatment fees when entering the casino. "

Suppressed in many states

Yin was barred from practicing physical therapy in Colorado in 2007 after the state's registration department found him guilty of Medicare fraud and "committed conduct inconsistent with generally accepted standards of physical therapy practice," court documents said.

He was later shot and killed in California, New York and Washington, DC. Being blacklisted and excluded from the federal Medicare and Medicaid programs.

In Massachusetts, he frequently changed company names while using different ones for the same clinics, which prosecutors said was an effort to confuse insurance companies.

Arrested at the airport

Yoon was arrested on February 23, 2021, at JFK Airport while trying to board a flight to Seoul, South Korea.

He now faces up to 10 years in prison, three years of supervised release and a fine of up to $250,000. U.S. District Court Judge Indira Talwani plans sentencing on May 8, 2024.

"Chang Goo Yoon orchestrated a shameless scheme and abused his position of trust as a health care provider to collect hundreds of thousands of dollars in compensation for work he did not perform. We thank the jury for its swift and thoughtful verdict," Responsible Federal said Jody Cohen, Special Agent in Charge of the Bureau of Investigation's Boston Division.

"This conviction sends a clear message that anyone who defrauds our health care system will not go unpunished," Cohen added.
